Information events on 'The new Decentralization Law', March 10 - 26, 2017 in Maan, Tafileh, Wadi Moussa, Kerak, Aqaba, Azraq, Madaba/Um Al Rasas, Mwagar, Salt and Mafraq / Jordan

The Decentralization Law, which came into force in 2016, is a key cornerstone of the reform process pursued by King Abdullah II since 2011 in Jordan. On the basis of the adopted law, elections will be held at the level of the governorates, for the first time in Jordan, in August 2017.

The "Ministry for Political and Parliamentary Affairs - MoPA" is responsible for the introduction of the new law and for informing the population with the aim of winning them for participation in the elections. The Hanns Seidel Stiftung in Jordan in cooperation with the "Arab World Center for Democratic Development - UniHRD" supports the work of the Ministry.

On the basis of the adopted law, elections will be held at the level of the governorates in 2017, for the first time in Jordan. The elections are expected to take place in August 2017. The main task of the 'governorate councils' to be elected is the preparation and elaboration of development plans for the respective government as well as their coordination with the municipal and national level.

A first series of informations events took place in Maan (10.03.), Tafileh (11.03.), Wadi Moussa (12.03.), Kerak (13.03.), Aqaba (14.03.), Azraq (19.03.), Madaba/Um Al Rasas (20.03.), Mwagar (23.03.), Salt (25.03.) and Mafraq (26.03.) with the aim to enable the local community to follow up the execution of state public policy in the governorate.

The following topics will be discussed:

  • Definition and forms of decentralization
  • Advantages’ and disadvantages of decentralization
  • Decentralization and local development
  • Decentralization and participatory planning
  • Restructuring of administrative decentralization in Jordan
  • Provincial Council and the Executive Council - their tasks and authorities
  • The role and powers of the governor under decentralization - from security to development
  • Decentralization and municipalities
  • The Role of decentralization for the economy
  • Which opportunities can the decentralization law in Jordan offer the women’s political participation

The topics will be explained and discussed with the participants taking into account all strata of society and minds accordingly to the difference among their cultural class and scientific level, as well as the existence of some illiterate people who are playing an important role in the province due to their age, social status and their influence to convince young people and the region as a whole (some of them were leaders among the tribes in the region).
