In the recent years there has been a significant increase in the use of the Internet by terrorist groups and an increase in the number of websites promoting extremist thought and terrorism. Modern communications have facilitated the transfer of ideas, data and guidance to terrorist network cells safely away from the eyes of security surveillance. Moreover, the extremist media promotes the discourse of sedition and hatred and practices the process of incitement of others against others, whether through the traditional media or through social communication, which has become a fertile environment for hateful speech. There is a need to work together at various levels and forms to counteract these effects and, in particular, to address the role of the media in promoting security and stability at local, regional and international levels.

The aim of the workshop, which was conducted from February 24 - 25, 2018 in cooperation with the Centre International des Sciences de l'Homme - CISH in Byblos/Lebanon, was to discuss the phenomenon of media terrorism and to develop measures to counteract the destructive information circulating on the Internet. Proposed recommendations are forwarded to the Ministry of Information.
